I use it with windows 10 pro, no issues so far.

Can this monitor be switched to vertical?

No: the stand isn't tall enough to allow the display to be mechanically rotated to the vertical position.

What are the exact dimensions of the screen (height and width of the panel without the border)?

Based on the diagonal of 28.8" and the ratio 21:9, the width should be 26.47" and the height 11.34".
