Does this item come with thermal paste of any kind, or does it need to be purchased separately?

This unit came with Pre-Pasted thermal compound on the base of the heatsink where the processor thermal interface. Unfortunately I could not use the heatsink due the Dell motherboard used a special LG2011
socket that made the screws to short. If your using on a standard config LG2011 socket you should have no problems. If you need to remove the heatsink you need more paste. I purchased some from Newark Electronics P/N 00Z1252 (Wakefield Type 126 Non-silicon)
It was the closest to the recommended paste That Intel uses on XEON processors. I hope this helps your customer.

Will this work with LGA2011-3?

It will but your better off buying a corsair aio cooler. I had to replace the intel cooler with that can it it keeps it a 38c even at overclocked to 4.2ghz intel 5930k.

Is the Intel Corp. BXSTS200C cooler also compatible with Intel processor socket LGA-775 on the ASUS P5QL-EM Mother boards?

It is designed specifically for socket LGA 2011, so I doubt it would fit a 775.

Will this heatsink fan mate dimensionally with a Dell T7600 motherboard?

I don't know for sure. If the socket is correct, it should fit. It's not that large, but it cools well.

Will this properly cool Intel i7 4930 CPU? What is maximum db noise from this cooler? What is the size and speed of the fan?

Yes it will cool the processor you asked about. I get good cooling, but there is some noise put out by the fan. The speed is variable, driven by the processor load.
