Does this laptop have an optical drive?

No, it does not have a built-in optical drive. I would suggest using an external USB optical drive instead.

I dont see Dell making a full HD 1920x1080 touch screen version. The only touch screen version is for the higher resolution model. Is the item description correct?

Yep. I own the 1080 touch model. At first, when the new XPS13 came out a couple years ago, the FHD screen was matte with no touch screen, then I think either this or the last generation came out with a FHD touch model. The QHD has always been touch.
