Looking at Nvidia's site, they do have a Win10 driver for this 9 series video chip. Be sure to have a PCI slot for it and not just PCI-e (express) slots in your computer.

my computer is thin so the long metal bracket wouldnt fit is there away to change it?

This particular mode comes with a smaller bracket the replaces the long bracket shown in the picture.   The Low Profile or smaller bracket is only as tall as the card itself, allowing for installation in newer smaller cases

I have a dell OptiPlex gx520 and noting this card requires 400w power, I checked inside my tower and on the power source it says dc output 230w. I suspect this card won't work or is there a way to increase my dc output or do you have a PCI card no less than directx 9 that uses less power?

You should be able to upgrade the power supply in your computer without causing any difficulty. A 230w is going to struggle to support any upgrades. A larger supply will only actually use as much energy as it needs, with the rating being the maximum.

Does this video card support a HP Pavilion a815n? Because the computer supports only PCI

Assuming that the physical size is not too large (which it shouldn't be) and your power supply is 400 watts or greater (To check: Open your case and look at the box your power cord plugs into... It should say on the label on that box) it should. However, this is a very old card and a very low end model in that old line, and will likely be worse than the graphics hardware already integrated in your system. I would actually recommend, instead, to focus on actually building a new computer. If cost is an issue, however, an alternative to getting a PC with a dedicated video card would be to either use...

A) An intel build with a video output on the motherboard (Intel CPUs have built in graphics hardware)

B) An AMD build with what will be referred to as an APU (which is an AMD CPU with built in graphics hardware)

If you shop around and get some help from some tech-savvy peopel you know around you, you should be able to get a decent system for ~350 (or perhaps less) that will work much better than your current HP.
