Does this come with a dvi to vga adapter?

You can use a VGA Monitor with this card by purchasing an Adapter or Cable that converts DisplayPort (normal size, not Mini DisplayPort) to VGA. 
Nvidia cards don't care whether the DisplayPort cables or adapters you use is Passive, or Active.  Either will work fine.
This card comes with Three full/normal size DisplayPorts.

What programs can I use to overclock this card?

Other than OCing the PCI slot I wouldn't know how to do it directly.  What I do know is that this card has a 6-pin power connector, not an 8-pin like some other 1060s.  Maybe that's because other models are factory overclocked.  All the 2 extra pins do is provide more ground so any extra amperage doesn't overload the limit of what the 6-pin can handle.   I suggest that you don't overclock it, not because it would fail necessarily, just because its not really built for that purpose. It's more of a base model at the low end of the price range.  I'm happy with mine because I don't want to overclock it or have fancy software, I don't need lighting and other cosmetic features.  I wanted a 1060 without paying for anything more.  If the 2 extra power pins really do make a difference, overclocking might be where it applies?

Yes. I just installed 2x8GB DDR4-2400 RAM into my new build. Absolutely no issues. PCPartpicker can also help determine compatibility issues like this. And they will list the best deals for each part, which for me was mostly at Newegg

Can this fit an Alienware X51?

Yes,  I use mine in that exact computer, it fits without any modifications to the case/power supply.

What are the actual card dimensions?  The PNY product page states the card is 10.5 inches long while the PNY product brochure states the card is 9.85 inches long.  I would like to use the card in the Silverstone SG13B case which has a card length limit of 10.5 inches and therefore need to know if it will fit before purchasing this card.

After purchasing both this graphics card and a Silverstone SG13B case and using them in a system build, I can confirm that the graphics card fits well within the case.

Is the 6-pin PCIe connector in the middle of the card or all the way at the back (like the ASUS TURBO-GTX1060-6G).  If it's in the middle, how far from the ports is it?

It is on the opposite side of the PCI slot connectors towards the back of the card (That is, away from the back of the case) and it has room to fit the extra 2 pins of an 8 pin connector if used

It should, just as long as your case is large enough, and you have some space unused in between some of the PCI-e slots.

16 ! Wow. 
This card might be able to support that many monitors if you were to connect (four) 4-port MST Hubs, to 4 DisplayPorts, but this card only have 3 DisplayPorts.

So, in theory, you could connect up to 12 (DP) + 1 HDMI +1 DVI monitors, for a total of 14 Monitors?

No. They didn't have that feature so people couldn't just buy many 1060's to out-beat the power of a 1080 for cheap. The 1070 however, does have SLI capability.
