I've got both this card and the 1060.  The 1050Ti pulls all the power it needs from the motherboard.  The next card up, Zotac's 1060 (3gb), requires a 6-pin power connection to the PSU.

Which will give me a better picture? Display Port or HDMI connected to my LG 4K monitor that is HDCP ready? Thanks

TL;DR: Either.

For a 4K display, presumably at 60Hz, either will do about the same.  This card uses HDMI 2.0 and DisplayPort 1.4.  Both support HDR, 4k resolution, and 60Hz refresh rate.  Both have comparable bandwidth.  If you had a display with a higher refresh rate (say 120Hz or 144Hz, for example), you'd go with DisplayPort, because it supports adaptive refresh rates to help minimize tearing... but I'm guessing if you had the money for a 4k display with a >60Hz refresh rate, you'd have a more powerful card (like a 1080Ti).

CPU doesn't matter, make sure you have a PCIe 16x Slot on your motherboard and it will work

Naw it's double. I'm gonna guess no on SFF. If you want something for single slot, pick a cheap Quadro low profile, up to P2000.

To my knowledge the Optippex 960 uses a BTX motherboard that means it is flipped comapared to an ATX board. What this means for you is when you try and put any dual slot GPU in the second slot will be above the main one not under it. Now the Zotac mini only has one bracket so it might be fine but to be safe you could check out the MSI low profile 1050ti it is about $15 more but it would fit the 960.

How is this card in comparison to the GTX 750ti (the 2gb one, not 4gb)?

The 750 Ti is an older chipset and far less powerful then this new card which is based on the new Pascal-based ultra low power cutting edge chipset from NVIdia.

For raw benchmark comparisons, the 750 ti scores a 3688 while the 1050 scores a 6007 (almost double as shown on videocardbackmark [.] net).  
Additionally, this card will not need any additional power leads from the power supply, it gets all it needs from the PCI-E bus (75 watt) and runs exceptionally well for 1080p gaming.

I would not recommend anyone consider anything lower then this card at this price point given the price to performance difference. In fact, if you want to be more future proof, the best recommendation I have is the 6GB 1060 GTX but I would recommend avoiding the EVGA card's as they tend to over heat from what I hear.

Ultimately, the best "bang for your buck" as of this comment  is the 3GB 1060 GTX  ($199 retail) however 3GB is a bit limited for future gaming, hence the recommendation of the 6GB 1060 ($249 retail).

Can I drive an LG Ultra HD 4k monitor at 60 Hertz with this using the DisplayPort?

The card will be able to run a 4K monitor at 60Hz through DisplayPort for normal day to day but does not have enough graphical power to run games at that resolution and refresh rate.

Yes. It supports one display port, one hdmi, one dvi. So you may need an adapter if your both monitors use same port.

How would it do in a hp envy 700 327c with a evga 430w psu ? GtaV playable?

GTA V is def playable.  If you are a hard core pc gamer, move toward the 1070. If not the 1050 ti should keep you happy. 
430 should be enough. 430w should be enough, however it depends on how many things you have connected. You may need a more powerfull PSU.
