With an m.2 drive in this card will a Win 7 machine boot from this card?

As a boot drive it will if the M.2 SSD is the SATA type and you use the slot connected to the SATA interface, Yes. For NVMe it’s depends if the motherboard/BIOS supports booting from it.

I have a Micron M550 M.2 SSD M and B key Model: MTFDDAV256MAY. Is my drive compatible with this card? I know the 2280 size is.

While I can't guarantee 100% compatibility, this card should allow you to adapt this drive. Be aware however, you almost certainly will not be able to use this as a primary/bootable drive. Your BIOS won't be able to see the card until it boots to your OS. I tested this myself on my older motherboard to confirm.

Does the card come with drivers for Win 7?

Yes. I purchased this card from NewEgg and they have a link to download the driver
