The Acer website lists this model as being 4ms refresh and an IPS panel, whereas Newegg lists it as 1ms and TN panel.... So which is it? I feel like Newegg is probably using the wrong product specs.

The first search result when googling "Acer Predator XB271HU Abmiprz" is the acer website confirming it is a TN panel. There are very many similar models in this series where the resolution panel and response time differ. This NewEgg listing is correct

Are all the cables including display cables included?

Yes, it includes a display port, HDMI, the USB connector to power the USB ports on the monitor and the power cable.

Does the G-Sync function go up to the rated 144Hz or 165Hz?

In the monitor setup screen, the display can be overclocked to 165 Hz when using the display port, otherwise the native Hz is set to 144. This does not work using HDMI.

I believe these are two different models between the sites. The one on Acer's website with IPS is Part# UM.HX1AA.001 and Model#XB271HU bmiprz. Newegg's part# UM.HX1AA.A01 and Model# XB271HU Abmiprz. Though the models are very similar there is a difference. I would trust Newegg's description that this model is TN film over IPS.

There are two models of this monitor. Predator XB271HU bmiprz (The IPS panel)  and the Predator XB271HU Abmiprz (The TN panel). Newegg lists both, and so does Acer America. This Specific Model is the Predator XB271HU Abmiprz TN Panel.
