You can move the monitor down as far down to basically the desk. and you can move it up as far  up as where the middle of the back of the monitor is on the top part of the stand. it has good range.

Can it downscale 4k to 1440p?

You can do it through your computer's graphics control panel. enable dynamic super resolution if you have nvidia, and you should be able to set your desktop resolution to 4k.

What is the maximum Resolution of this monitor, When I google it online All i can find is 1920 x 1080 resolution, and mostly from Germany/Europe. So Is this specific panel sold from Newegg a 1080p panel or 2560 x 1440p?
2) I have to ask again, how do you find HDR on it, esp in gaming for those who chose it for hdr? Thanks

The resolution for this monitor is  2560 x 1440p. HDR is a toggable feature in the monitor settings and also has to be set for certain games.

Has anyone verified these specs?

I can verify the resolution, refresh rate, size, ports, and HDR. I have not tested the response time or AMD Freesync. I also do not know if the USB is 3.0.

How is this monitor holding up? It's relatively cheap compared to other monitors with the same specs.

Had mine since its day of release and still holding up great. I was doubtful too per the price, but mines been OC to 165hz since day 1 and no issues. Only thing that holds it back is that it's not the brightest, but still great
