Yes you can adjust the vertical viewing angle - but only by about 15-20 degrees fore and aft.

What cables does this come with?

Power cable and DVI, otherwise you have to purchase 2 HDMI if you plan on going that route.

Does this monitor rotate to portrait mode?

No, not with the hardware provided. There is an adapter that you can purchase separately that will provide this function.

Does the monitor come with a desk stand?

It comes with the exact stand shown in the pictures. It's sturdy enough for daily use.
