Is this just the adapter or is it also internet service?

This allows you to receive a wireless internet signal on a computer that is not set up to do so. It is NOT internet service. Your internet modem must be capable of broadcasting a wireless signal or there must be a wireless network available for it to work.

will this work with Windows 8.1 ?

I returned the one I bought because it could barely pick up my wireless signal - 2 bars only. The old one I was replacing could get 3 bars.
