Is it good for gaming like Minecraft or Roblox?

I would say you could definitely play games on this machine, but it would not be "Good" for either Minecraft or Roblox. You could probably get away with playing vanilla Minecraft on here if you can put up with slow framerates, but don't expect to be able to add a ton of mods and get 60fps.

Is this a tablet or a PC?

It is a PC with a touch screen, you can flip the screen to make it look like a tablet, it was very fast, but I had to return mine because it came without the stylus and the charger was wrong or defective. Good luck.
