I'm looking to buy this as a laptop and want to know if I can only use programs and apps from the Microsoft store. In other words, can I use any programs I want? Primarily digital art programs.

Yes, this is a full Windows PC and can run downloaded programs in addition to Store apps, though bear in mind you don't have a dedicated GPU, so graphics-heavy programs might have lower performance.

Sorry, no, they never made the Windows 7 driver bundle for the 2015-invented chips in this.
Also, try running your Windows 7 PC with it's keyboard unplugged. Win8 was the first "Touch-controllable" Windows.

2. open Computer Management (or search through Cortana)
3. click Local Users and Groups, select Users

You should see the new account there.
