does this have google play already installed on it or do i have to down load it ?

The device went through 2 or 3 updates upon initial setup.  Google Play was already there after the updates.  Not sure if the OS update just didn't "take" the first time or what.  After the updates, all worked well.

Is there any front or rear camera on it?

There is only a front facing camera...and it's not very good.
Would not buy this if you need a camera on your tablet.
The sero 7 Pro would be a better choice for a full function "adult" tablet..I bought this refurb sero 7 "Lite" for my kids to use and I couldn't be happier with it thus far...best "affordable" tablet I could find..my wife wants one now :)

4 gig of memory
it's a great tablet but
I still haven't figured out how to get most of the stuff to go to my sd card
I've downloaded different apps and stuff but I still can't seem to move it to my sd card

is it a dual camera?

No, the version that I bought only has a rear-facing camera (camera looking at your face as you look into the screen), which is OK for video chatting. It does not have a front facing camera that is good for taking pictures (like a normal camera phone would have).

I am very sorry, I can't help you with your query. I bought this refurbished product from newegg for my kid. Unfortunately, it has a problem connecting to the internet and most of the time would not connect at all. It also would not charge so mine is all drained out. I am not sure if I just had a bad product because it was refurbished.  Right now, I am still waiting for newegg's reply on wether I can return this product or have a replacement.

I have both the Pro and LT. Spend a little more and get the Pro. I don't use them for art or painting but the Pro is substantially better in all areas.

Yes. But be careful to switch to other languages you might not know.
