i am looking for a 12 volt dc fan for a custom application. what are the power requirements of this fan?

All computer case fans are 12VDC fans, as that's the max voltage they are supplied from the PSU.

The wires are not color coded, so, which lead is plus and which is minus ?

If you are just plugging the fan into a socket on a motherboard they will only plug in one way so the polarity cannot be reversed. If you are going to cut the wires to use for some kind of custom application use the supplied power supply adapter harness to determine which wires is positive and negative.
