Item says does not come with OS but the packing says USB drive with OS included. Does that mean it is simply not installed due to lack of hard drive or will I have to purchase an OS?

USB key (and CD) comes with driver installation package. DOES NOT come with OS. You will have to purchase your own. Got my Win10Pro from Kinguin for $30. Activation via phone to Microsoft worked flawlessly (but took 2-3 tries to answer correct branching questions of automated phone activation).

Can you install optane memory?

Depends on your SSD io. The Magnus comes with an M.2 NVMe slot (PCIE x4) and a standard 2.5" SATA 6.0Gbps slot + carrier. So if your Optane comes in either of those two connections, you are good. I cannot speak to if you are planning to use a U.2 to M.2 adapter.
