If I buy this will I encounter the same problems as the only 3 reviewers have?

Yes, you absolutely will. The cooler is installed wrong, the brackets that hold it in are upside down. My cooler was broken, had to get a new one from customer support. After about a week of use the fan controller broke too, thankfully I had one on backup from a previous build.

I would highly recommend buying and putting the parts together yourself.

Does this barebones system include instructions and a bag of parts like screws and cables that normally come with the motherboard and case?

It includes all the parts that came with the components(almost all are used already) except the manuals.  Those you have to get from the manufacturers websites.

what type of power supply will this be compatible with?

Get a modular 750W minimum .. I myself will go either 850 or 1000.
