GeForce RTX 3060 Ti in this computer is LHR?

If you decide to order this, you might land an LHR card—or you might not. The first PC I ordered from ABS had a non-LHR (Gigabyte) card. After I sent that first desktop back for a defect, the replacement I received did have an LHR (MSI) card. It’s a hit or miss, sadly.
