RAM, yes. There are 4 RAM slots. You Can Double the RAM with the same it comes with for 32G of RAM.
Motherboard MSI B760, supports up to 128 G of RAM.
ADDITIONAL SSD, yes. The motherboard has a second open M 2 slot.
Can use additional external mechanical or SSD hard drives through USB ports, they work with no issues

Came with the 8GB. The 16GB didn't seem to release until after this item was already on sale. Not sure if they'll add it as an option later.
