The PSU seems a bit light, Nvidia recommends a 750w PSU to be paired with an RTX 4070ti, and this one lists a 700w PSU?

Nvidia recommendation is reference for broader market where quality of the power supplies are not uniform.  These are TT 700W Gold 80+ power supplies that meets the minimum requirement.   I have checked with the manufacture and was told that this configuration has been fully tested 24/7 for 7 days with various tests and games.  As listed on Nvidia's website, TGP for RTX 4070 ti is merely 285W, which is 43% less than that of RTX 3090 Ti.

Can I replace the 16GB DDR5 with more RAM?  What is the highest capacity?

The machine has 4 slots, came with 2x8GB sticks.  I added another 2x8GB for a total of 32GB of DDR5.  I believe the Z690 will support 128GB max.

Can I put in my old  SATA SSD?

According to the data sheet, there are approximately 6 SATA3 slots. Generally speaking, the sata ports are all the same size/shape, just higher speeds. So your old Sata drives should be able to connect without any issues or need of additional adapters.

online parts calculators says the i7-13700KF causes bottleneck with the 4070ti, and suggests the 13900. Can someone comment on real world usage?

I can tell you that the advertised Time Spy score of about 22000 is spot on, as delivered.  Minor tweaking with MSI Afterburner has mine running 23000.

can I use my old HDDs on this pc ? if yes how many HDDs and SSDs I can use ?

Depending how OLD your drives are, according to the data sheet of the MSI 690-A mobo, there are approximately six sata ports. If you are still running ribbon cable drives, you will need adapters, but there may not be a guarantee the drives will work properly. SSD's should run with out issue or need for adapters, as the mobo contains the six sata-3 ports, you'll have plenty of room to slot in to.
