No it does not. There is a blank cover where a DVD drive would go. In order to put one in you first must find an extra thin one 9.5mm. Other wise use an external one in the USB port.

Is it quiet? How loud is the fan?

The fan is rather quiet, it has never felt loud to me at all; that said, the fact that the NumLock key on these computers has a mind of its own, such that you'll never know if it is "on" or "off," regardless of what you  last did to it, makes this computer a real pain in the neck sometimes.

What games can this laptop run?

so far everything.

runs witcher 3 (most demanding game ive tried) well at 1366x758 on low settings.
You may get it playable at 1920x1080 if your overclock the gpu (havent tried yet).

so it should probably run gta5, and fallout4 would probably also run but probably on 1280x720 or 1024x768 resolutions on low.

games from like 2013 and earlier can be played on high/ultra at 1080P. more modern games are low-med at 1080P or 768P.

Should I get the 2 GB or 4 GB Geforce 940 M? Would there even be a difference in performance?

In majority of tasks and gaming there will be little or no difference. Most games at 1080P will barely use 2GB on ultra settings, some use up to 3.5GB. But the 940M is far too weak of a gpu to play games on ultra settings anyway, so that vram wont help with that.

Some things like blender or 3ds max or etc types of production and modeling software may benefit from the extra vram.

I'm looking to get a gaming laptop for Fallout 4, Dragon Age Inquisition and other high end games. Will this be a good affordable choice?

I wouldn't advise using this computer for gaming those type of games. Gonna need a more powerful computer.

DVD burner, no it doesn't have one - the USB DVD burners were cheap enough to not make this a deal breaker. Yes it has Bluetooth 4.0 and it works great. This is a good machine for the price.
