Can I install windows 10 on this computer?

Yes. I did it to mine today. It is a small hassle. You will need a USB thumb drive. Follow instructions here:
Do a google search of Install Windows 10. There is a good article on TenForums. Ultimately, you just need the MediaCreationTool.exe from Microsoft to create the USB drive installer.

You'll then have to get the Revo to boot from the USB drive. This was the biggest problem for me. I think just pressing F12 on startup will allow you to select the USB drive, but you may also have to get into the Bios by pressing Delete on startup to set the boot order. I ended up doing a combination of the two, and it took a few tries. After that, installation went smoothly. No issues so far.

Is this a "Fanless" unit?

No. There is a fan on the CPU. This fan is pretty quiet even during memtest; sound or vibration does not bother me.
