Question 1

A reviewer giving it one star stated that these do not have an HDMI port when it is clearly stated in the description as having HDMI.  Does it have HDMI or not?

Sorry I drop shipped it to a client . and in any case we use the DVI & VGA port. 
Nevertheless David K. is right . If it says HDMI It should have HDMI  and there is no way that one can miss it. 
There are a few flavors of K242HQL with and without HDMI.  Newegg lists the manufacturer part number as UM.UX2AA.C01 which even according to Acer has and HDMI port.  David you should check the Acer part number of the monitor  you received . I would like to get to the bottom of this.

I read a review that Acer does not have a driver available for windows 10. Is this true?

Not sure if there is no driver available but I did not need one.  I bought this monitor to replace a different one and all I had to do was plug it in and it worked perfectly.  Windows 10 recognizes it and even automatically set itself to the recommended resolution.

Technically, DVI comes in two flavors - DVI-A (analog) and DVI-D (digital), and a hybrid mix called "DVI-I" that includes them both.  The digital version comes in Single Link and Double Link.  The K242HQL uses DVI-D Double-Link, which is the most common version these days. Look at the Wikipedia page under DVI and Connectors to see an example of DVI-D Double-Link.

The only way I can get the image to fill the whole monitor is by changing the resolution. 1680x1050 is the highest resolution that will fill the whole screen. Why does this monitor not work properly at 1920x1080?

Well need two 1080P displays and this Acer is good price but no speakers, bummer.  Found ViewSonic that is only one dollar more but has speakers with speed of 2ms, so brought two ViewSonic.

You possibly could, but you may have to use a dvi-d cord to connect into your computer, and plug the hdmi into the PlayStation. But you could also invest in a hdmi splitter to split one hdmi into your computer and one hdmi into the PlayStation.
