Mine came with a power transformer with corresponding power cable, an HDMI cable, and an HD15 (VGA) cable.

Am I guaranteed a half decent monitor?

I have had mine for only 2 months now. So far It has a good 1080p resolution, good brightness with good consistency. (No burn out or fade or uneven back lighting. ) So I do believe it meets your standard of 'half decent.' But some notable things are its a 4ms monitor, so not the best for gaming; and obviously its not 4k... 
As for your guarantee, nothing in life is guaranteed...
