is this 280 hz or 240? all things I see are saying this is 240 but obviously the page says its 280.

I've bought it and was able to set it to 280hz so yeah it's 280.

Does it supprt vrr or ALLM?

Yes it does support vrr and ALLM. And I personally did not encounter any flickering with vrr on.
