Absolutely and no problem in doing this. I use youtube to learn how to do just that. Enjoy.

is this an upgrade. do I have to have another version of photoshop?

It's the full version of Elements (a somewhat simplified version than the full blown) for both Photoshop and Premiere. This isn't an upgrade, it's a new install version.

can i make a CD from this download?

Not a CD, file size is 10+ gig. Could put it on a SD card or blue ray disc. I have a copy on a thumb drive and backup hard drive. Be sure to print your license numbers if you get it.

Does this include photoshop and elements? Or just elements?

Package includes PHOTOSHOP ELEMENTS and PREMIERE ELEMENTS. Both of these programs are very close to the real PHOTOSHOP and PREMIERE. Even though I work in both I still like to keep the "Elements" versions of them handy. They are quite good and very powerful.
