Does this card have a full height backplate included?

Yes it does. Ships with the low profile bracket installed. Easy to change out.

Can it run games like The Witcher 3 on a budget?

Using this card for anything other than moba type games capable of low detail would result in very poor performance, far below a similarly priced entry level gaming card.  I don't know how the pro cards drivers relate to possible optimization issues as well, certainly with much greater time between driver updates for new game titles vs certified pro apps that these are focused for.
