Does this cooler support the AM4 socket?

Yes..However, if the am4 adaption plate is not in your kit. You will have to contact AMD customer support. Sometimes it gets overlooked if product was returned "unopen".

Does this come with the cables to control the RGB?

Yes it does, but I would not get this cooler. The mounting system is too tight. I had to loosen the back plate to install the heatsink , so that I would not smash my cpu. look for the newer wraith cooler with the rgb fan.

Does this fit an AM3 socket?

Bought mine for the FX-8350 Socket AM3+ CPU  and yes it does fit just fine.. For the mounting of a cooler the Socket AM3 and AM3+ are the same configuration... Great cooler bye the way..

Do I need thermal paste or is pre applied?

I cannot tell you. As, my shipping transgressions and limitations resulted in an RMA. But, i would assume it doesn't. And, i would get my own, better cooling, thermal paste. Because, extra thermal paste just waiting to be used is a bad thing? And, you never know if you have to take off the cooler for some odd reason.

Would this cool the Ryzen 5 3600 well under load?

Cools my Ryzen 5 2600 just fine. Both are 65w cpu's. Kind of loaded question with so many variables as in.. Ambient Temperature, Choice of Thermal Paste and application, Case cooling. I used to run custom water loop but tired of the hassle of it. Replaced with this and am very satisified. Want to upgrade to Ryzen 7 3700X and will still utilize this cooler for it.

What is the cfm(cubic feet per minute) of the wraith max?

I don't know what the cfm for it is, but I replace the stock fan the my fx-8350 came with, and it has been a night and day difference, my CPU temps have dropped significantly. I don't have an oven sitting on my desktop any more.
