Do all 10 fans come with it as shown in the picture?

It comes with 7 fans. There aren't fans pre-installed in the top, as that's where you would usually install a liquid radiator (not included).

Is this pre built?

It's a good thing you asked this. As with any PC case on the market, you will need knowledge on how to transform sand into glass, as the panels have not been premade and you must make them yourself. That being said, you will need some type of furnace for this processes, that allows an excess of 3000 degrees Fahrenheit.  As for the frame, while you will not have to harvest the raw materials, you will still need to combine them through a series of chemical possesses and heat treatment for the final casting and forming. Luckily, the screws are included so you wont have to make those from scratch. Hope that a helps.

How many fans are pre-installed in the Cases Antec|C5 ARGB R?

7 in total. 3 on the front side are intake, three on the bottom are intake, one at the rear is exhaust. The top is open for an AIO setup. I went with an air cooler so I added three exhaust fans mostly for cosmetics but you can definitely leave empty and the case design and included fans does a great job cooling as is.

Yes, the Antec C5 ARGB case includes a built-in ARGB & PWM fan controller.

Can the fan lighting in the Cases Antec|C5 ARGB R sync with the motherboard?

YES. The fans come with plugs that connect to the RGB connectors of most modern motherboards and can then be controlled using the software provided by the motherboard manufacturers.

Is the Cases Antec|C5 ARGB R reasonably priced for its quality?

With the quality, size, 7 included fans, and included fan hub.  Honestly I don’t think there’s a better price on the market, which is why when I built mine. I went with this case if you decide on this one, you won’t regret it imo
