handle both old IDE parallel HDD and newer SATA HDDs ?

I fail to see why not since it has both power outputs for SATA and IDE drives. You would be much better off with this 500 watt than a 300 watt, most systems that are not power heavy can run off it.

Does this power supply require a pure sine wave UPS?

With the "Cooler Master RS550PCARE" I have used UPS with square or stepped waves without any problem.
I do not know if it is applicable to "Antec Basiq BP500U" (I've never used).

Is this ATX12V compatible with a AMD  Athlon duo core processor?

It could be compatible if you have a motherboard that is compatible. This power supply has a lot of power for standard desktops. It should plug into most motherboards unless you have a dell, or HP or other complete proprietary machine that was not built with standard components.

I used this power supply with a ASUS P8H77-M motherboard and a couple of large hard drives in a HP Pavillon #p7-1010t, replacing the original power supply.  Installed with no problem.  Worked very well and ran quite cool at max power.

EXACTLY how many SATA connectors does this unit have?  The website says both 2 and 4.  Is it two on each of two lines as in the IDE configuration, or what?

brad: Yes. All atx PSU have the standard 4pin molex connector. Look for extensions for those molex connectors (optional)

My ATX connector  is a  block of 2 on 2 pins. Pictured connector for
BPU500 appears to be 4 pins in arow . correct? Also how do I find  the connector extension referenced if that solves the connector form problem above ?

This Antec BP500U Power Supply Unit is solid one and can replace old Antec PP-303XP Power Supply Unit without any problem.

For +12V PWR_FAN, because BP500U PSU only has one fan, not two fans.  you don't need it.
