Is this monitor compatible with htmi?

No, out of the box there is not an input for a HDMI. It has DVI and VGA jacks only. However, converters from DVI to HDMI (and HDMI to DVI) are very cheap and "plug n play". You could buy one for between $5.00-$20.00+.

I really like this monitor (we own 3), and in my opinion it is well worth the extra $10.00 (approx.) to get the adapter.

Is it a true 24" screen or is it like theE2425SD, a 23.6"?

I had the AOC E2460S now for about 4 month. I like it very much. The actual physical dimensions are 22.1875 inches wide by 13.375 inches high. There is an apx. 1/2 inch plastic border surrounding the viewing area except at the bottom. The bottom border is apx. 1 inch wide. The 5  adjustment (controls) are on the bottom right edge. The Actual viewable area is 20.875 inches wide by 11.75 high. Measured diagonally from upper left to lower right is 24 inches.  Hopes this help.

What's the setup menu like?   Is there any fine adjustment ability for the height and width of the display on the screen?    Or is it hopelessly dumbed down to a few "modes" like on my otherwise good looking current monitor that cuts off the top, bottom, left, and right; which means that I can't read what doesn't show up on the screen?

The settings on this monitor is actually pretty good. There are a ton is adjustable things, along with like 5 of 6 preset modes. And the menu navigation is great for a monitor this cheap. I personally have 2 and love them. You might also want to look at your scaling options on your computer graphics card software (Nvidia/AMD) or integrated graphics software (Intel/AMD).
