Will this product enable web management and full firmware updates or do you need the 9631 for that?

The 9630 and 9631 have the same capabilities.

The 9631 just adds temperature monitoring, relay I/O controls, and 2 usb ports according to APC's documentation.

Sorry but you should look this part up on the APC site. In my experience The official answer should be not much longer than anything that can be written here & much less chance of being incorrect due to typos or updated specs etc.
