can you get replacement battery packs for this unit?

You definitely can. It looks like a replacement battery is APC model RBC2. Any RBC2-compatible battery should work. The APC-branded replacement is inexpensive enough that I would avoid potential headaches and go with theirs.

The model lists as a CS but I want the model with the DB-9 RS-232 interface port. Is there a difference?

Hi. Most of these units now only use USB. I can't tell you specifically though.
