It's a 12V battery - looks like two back to back standard 6V batteries in series. You can find a replacement by googling or likely can roll your own with two standard UPS units by reusing the connector.

Is this a battery back up, or is it an uninterruptible power supply?

There is no difference between a "battery backup" and an "uninterruptible power supply" - they mean the same thing: Plug it in and power your computer, TV, router, etc. It's also keeping its own batteries fully charged. Unplug it from the wall (or have a power outage) and your plugged in devices will keep right on running. At least until the batteries die - however, it will give you (or the software) time to execute an orderly shutdown of whatever you've got plugged into it.

Does this APC BR 1500 VA  come with Powerchute Software?

Download off the internet. Powerchute personal does not run on windows server OS and powerchute business does not work on this UPS so I am sol because i'm running server 2019 so back it goes.
