Question 1

What would the expected operating time be at 75% load on this unit? I've installed several of these but it's been awhile and I don't remember the number.

According to APC's website:

At 700W (70% Load) - expected runtime is 14 minutes.
At 800W (80% Load), it would be 11 minutes.

That is going to be absolute maximum.  Personally, I wouldn't load one up to 75%. I would get something a bit larger

Question 2

How loud is the SMT1500RM2U? I have the SMT1500 floorstander but want a rackmount version. Would you recommend it for home use?

I believe that it does make a small sound but it is very quiet.  It certainly doesn't have any big noisy fans (like a POE Switch or a server does).  I think it would be fine for home use - Just make sure it is safely stored.  The unit is very heavy and you don't want it to fall!  : )

Does the Smart-UPS SMT1500RM2U come with rails to mount in a 19" relay rack?

Yes and no..  The L brackets that are used to lock it down in a 4 port rack can be attached to the apc  in / about the middle of the unit which will permit mounting in a 2 post, however if your relay rack is a wall mount, seek alternative mounting options as these units aren't light

Will this UPS work the same in Asia or Europe?

It's okay with either 50 or 60Hz but the spec'd supply range is 84-144V, so it probably wouldn't enjoy being plugged into 220/240.
