With two 12 volt rails, can you add both ratings to get a total output of 34 amps at 12 volts, or doesn't it work that way. Say for instance a graphics card requires a minimum 20 amps on the 12 volt rail. Would this supply work?

A Google search for "single rail vs multi rail power supply" is a good start for figuring out which PSU to get based on amperage.  There is an excellent post on Tom's Hardware, and an old, but good, article on MaximumPC that explain single vs. multi-rail PSUs very well.

Basically, although it isn't just simple addition, adding up the amperages of the individual rails is acceptable, as long as you have a decent margin between the required and given amperages.  The real equation is to divide the total watts by 12V to get the total amps available from the PSU.

Either way, this PSU will support your graphics card.  Just make sure it provides all the watts you need, has all the connections you want, and is efficient or quiet enough to suit your fancies.

I'm trying to replace a power supply in an ASUS CM1630-03. It's an ATX +4 300W PS. This appears to be the same size (l.w.h). How can I verify?

If you punch the exact product name in the ole google machine and then add "PDF" to the end of your search. Alot of times this brings up product manuals and inside them you will almost always find the exact product dimensions listed.
