Question 1

Is this fan suitable for a replacement fan with blue led for  a cpu heatsink cooler? Because I am finally replacing my case to a Define r4 and the front door and panel has a small blue light I want a blue light on the cpu fan to be shown through the side window, and I just think it would be a nice touch.

You would definitely benefit from purchasing a fan made specifically for CPU heatsink cooling. I would not recommend using a case fan for CPU cooling.

If you want lights inside your computer you should look into the actual LED strips that you can place on the inside frame of your case.

Case fan lighting is actually fairly spotty and is not a beautiful full light that you can easily achieve with LED strips.

Question 2

If I plug in just the three pin cord will it still fully work?

Yes, it should work fine. I had mine connected to a three pin motherboard header and it worked.  The three pin connection usually will not allow the motherboard to adjust the fan speed though. It will only run at one set speed.  I have since plugged mine into a fan controller so I can adjust the speed.
