I have a small case Would this fit? Would it power a GTX1070?

Find out the power requirements for the gtx 1070? And invest in a bigger case.  Cooling issues go away and ease of working on your system is way easier.

It follows the standard sizing of most psu so it should fit. I do suggest looking at psu cable extensions as it is not modular and depending on the case size certain cables may have a hard time reaching, or fall short, but that's pretty standard for larger cases

does my pc need a certain power supply?

As long as it meets your wattage needs and you don't have an older proprietary motherboard from an old workstation computer like what they make for schools, any power supply should be fine.
