When you mount this psu do you have the 120mm fan facing the bottom of the case or toward the Motherboard?

From the way your question is worded, I assume your current PS is on the bottom of the case. Mine is at the top and this supply mounted so that the fan pointed (down) toward the motherboard.
The hole pattern allows it to mount only one way. Look closely at the mounting holes in the picture, and line them up with the existing screws in the case. That way you can be sure how it would mount in your system. I wouldn't use it unless the fan is directed into the open area of the case.

Question 2

Will this power a GTX 1060? If not what power supply would you recommend?

Recommended PSU of 400W minimum for GTX 1060.  If you have many other high power components or multiple internal mechanical hard drives, you would want a larger power supply just to be on the safe side.

Question 3

The PCIE connectors will not work in my 9800GTX+,  the 6 pin power connect appears to be different from the PCIE power connection on the card.  Is there more than one type of 6 pin power connector for PCIE cards?

There are more than one kind of six pin connector from a power supply and it is possible that the six pin you are attempting to use is the non-compatible version.  However PCI-E is standardized and connectors for anything that uses that power must be compliant.

Question 4

I require 20pin, it shows 4pin plus 20 main with the 4 pin highlighted. According to the specs, it is a 24 main, does the 4 like break off/separate?

The extra 4 pins simply slide on and off of the main (20 pin) connector, the same as any other 20+4 PSU. If you look at the pictures that show the cables, you can see the extra four pin bundle is a separate piece. Just slide it off and you're good to go.

Question 5

Can this power a simple gaming setup with a gtx 570? Was wondering because specs say need at least a psu with 550 watts. But some say in the reviews this one can only do 350 what gives?

In my experience a 570 has a pretty decent power draw and this power supply meets the minimum requirement which means with heavy gaming I would guess the power supply would be apt to fail in 6 months. I have had good luck with my corsair 850 watt and would suggest to spend the extra money so as to future proof your system with a similar power supply. I hope this helps, good luck
