Do these fans have the 3 wire system that reads RPM? I see it has the 3 pin plug but some have that plug but only 2 wires for power.

Yes, these fans have a 3-pin connector which includes the RPM monitoring capability.

Runs on 12 volts direct current?

Yes. Even though these fans have a three pin motherboard type connector, there are adapters available to convert from a standard 4 pin connector to a 3 pin connector. If you are splicing wires, just get the polarity and ground right!
