If this is just a STEAM code as it seems to imply, wouldn't it work on PC also? As long as you're running STEAM?

Yes, it will work on PC.  The purchase will give you a code to activate on Steam, and that code works on the steam platform regardless if it is on Mac or PC.

Source: I purchased this same code a couple of months back and it activated fine on my PC copy of Borderlands 2 (via Steam).
