How many Decibels is the fan?

I'm not sure but I know it's little to nothing...Most cards wouldn't even be heard over the CPU Fans or Like my rigg now, The Cooler Master Water Cooler Fans.....These suckers are loud. However, as much as I love Radeon's Graphics cards because of their software and will always own one from this day forth, if you were thinking about getting this card, I wouldn't. The HMB2 memory is memory taken from your computer's RAM and I have not seen a performance difference between this one and the RX 580 *GB Gaming...That Card I loved. You might want to get to of those instead.

would a 550 rosewell gold pin PSU with ryzen 2600 run this card?

This card will not run a game without the  minimum wattage power supply. I tried using my 550W power supply and windows would boot up and run, but once a game was rendering the system would shut down. I got a 650W power supply immediately and everything has been going great ever since. I would not recommend using a power supply under the minimum wattage with a Vega chip graphics card.

Is it easy to install? How do I tweak it so it won't run hot? while gaming?

Very easy to install. It doesn't run too hot, a bit over 80 C is the max that I saw. You can undervolt in AMD control center to lower the temperature to around 75 C ish.
