ASRock states that this is compatible with a 19v +/- 10% adapter.
Does it work with a 12v adapter?
Also, the two plugs directly behind the DC input jack look like psu terminals... Are they?

NO, 12 volts is not within 19 volt+/-10% tolerance. 10% of 19 vlts is 1.9 volts. Anything lower than 17.1 volts is greater than 10%.  This board does NOT have a DC input jack. It has a 24 pin ATX power connector which accept either a 20 pin or a 24 pin ATX power supply supply plug. This Notherboard is the QC5000-ITX/WiFi motherboard. The 24 pin ATX power supply connector is at the front of the board. I think you are looking at and asking questions about a different motherboard.
