What SATA lanes do I lose if I max populate the M.2 slots?

If M2_2 is occupied by a SATA-type M.2 device, SATA3_A1
will be disabled.

If I install a capture card into the 2nd PCIe slot will it default to 8x/8x?

Yes, If you are using both slots it splits the lanes 8x / 8x.  The board's PCIe lanes are setup really well for content creation.

Is the ASRock X670E Taichi Carrara a great board for the 7800x3d and just for 2160p or 1440p gaming?

After ordering the 7900x the day it came out but not receiving it until for a month or so after it was released, I remember that there were many issues with it reportedly (I was concerned about the number of monitors it could handle) so I returned it unopened (can't do if it is opened).
I then ordered an ASUS TUF 4090 which although it cost about $800 more, was and is worth every penny and it now runs three LG C1 OLED tv's (incredible picture), two 55" and one 65" perfectly.
 
Regarding the the ASRock X670E Taichi Carrara, it works perfectly with the 4090 and my grandsons flight simulator.  The cpu for also handles three 15.6" touchscreen monitors that run, via Air Manager, all of the cockpit instruments simultaneously.

I read every review I could before ordering it and would do so again in a heartbeat.  I do suggest taking a color image of the rear of the cpu since it has many, many ports and they are difficult for my aged eyes to see which is which when most of them are full (hubs)
