I will just tell you what the motherboard manual says about this:

-3 x PCI Express 3.0 x16 slots (Single at x16; dual at x8 x8; triple at x8 x4 x4).
-3 x PCI Express 2.0 x1 slots
-Supports AMD Quad CrossFireX, 3-Way CrossFireX and CrossFireX
-Supports NVIDIA Quad SLI and SLI

is this motherboard able to over clock a processor? Because I am getting an Intel Core i5-4690K AND i want to see if I am able to over clock this.

Yes this board will make overclocking easy. Personally I don't not let the board overvolt the CPU, also the included software will test your rig and set up overclocking for you, if you want or you can adjust it yourself. 
FYI you will want to get some kind of aftermarket cooling solution for the cpu. you can go wild to mild on cpu coolers. I went with the Evo 212. I have a i5-4670K running at 3800 day in day out for a year now, stock is 3400. I could overclock higher, but I don't see the need right now with the current games out there.

is there a possibility that the 22nm processor can run on this mobo?

I'm running a Intel Core i7-4790K CPU @ 4.00GHz 22nm processor on this board without any problems. Although I did go ahead and buy Cooler Master Seidon 120V – Compact All-In-One CPU Liquid Water Cooling System with 120mm Radiator and Fan which is alright but I would highly  suggest not using the stock CPU Heatsink and getting a better CPU cooler. I play for an 2 hours and my CPU gets up to 97 C atleast and I have 3 extra fans running in my case. My Full Tower might also get hot from the 2047MB NVIDIA GeForce GTX 760 (EVGA) I have running inside of it too, but I am completely happy with my build and I really like this motherboard even though the first one I received arrived dead and I had to wait for a replacement.

will it replace intel celeron 450 G41 express chipset in my emachine?

just some clarification.  it sounds like you are asking if this motherboard will replace your intel celeron 450 cpu?

if that is what you are asking, they are two different things.  This motherboard does not come with a cpu

if you are asking if this motherboard will work with your cpu?  they are different slots so no..

Couple of additional thoughts on the situation

1. that is a pretty old cpu.  this is more of a gaming or intensive motherboard if you are looking to game, i dont think the cpu will do you much good anyways

2. I have had great luck with this mobo, but from what I have read from others.  This mobo can be hit and miss.  It seems to arrive alot dead on arrival.  So if you get a good one its great and if you get a bad one its as bad as can be.  Maybe not the best bet if you are looking for sure fire safe bet.

The choices you have for the available slots on this board, your best bet would be either a PCIe-1 card or a USB adapter.I do not use wireless myself however, TP-LINK TL-WN722N Wireless N150 is a USB model with good reviews and ASUS PCE-N15 Wireless Adapter is a PCIe-1 adapter with decent reviews. Both should be fine for this board.

If the manufacturer has told a reviewer here that there is no display port on this item why does it say it has one in the specifications here?

Not sure what you are referring to but the board definitely has a display port. I haven't used it but it's definitely there on the board.

Anyone know if this board supports 4TB drives for storage?  (Not for OS, etc)

Yes, this board has the latest Intel Z97 chipset which can support any new SATA HD larger than 2TB.
Please be reminded that in order to use any HD larger 2TB as one whole partition, one must have window Vista or later versions, and the HD must be format with GPT type partition, (Master Boot Record can only handle up to 2 TB and will divide larger HD into 2 or more partitions instead.)
