Does this include a low profile bracket too or just a short circuit board?

This does not come with a low profile bracket. The VGA ribbon cable is very easy to remove, so I just took the whole bracket off and have been using it in a low profile htpc case without a bracket at all. Not ideal, I know, but it's worked without issues.

My mobo has an hdmi port built in, but if the receiver I have it connected to was turned off, the sound would quit working until a restart was performed. This board solved that problem.

Question 2

I have a Dell Vostro 400, presently with NVIDIA GE Force 8300GS, which I want to replace. Power supply is 300 watts. Can I use the 8400 GS?

Without first hand experience with you PC I'm assuming it would be a viable upgrade for you. So long as your not expecting to do intense graphics or gaming. I bought this to replace a GeForce 8500 GT. The GT was a better card than the GS but the cooling fan had seized up and made a horrible noise. I was upgrading components to salvage an older ASROCK 775 board and installation of Win 7-32 bit. I wanted to reduce the overall noise of the PC so I selected this for the passive cooling. It didn't play well with the X6800 CPU, and DDR2 667 memory so I reinstalled the old card with the fan unplugged. Good enough for general computing. I say go for it. Though you'd be better off with at least a 400 watt  PSU.
