Does this monitor have a built in webcam?

If it did they have hidden it well. Also since there is no manual to tell you how to set it up, adjust screen image, etc. you would not know if it had one or not. Don't get me wrong, it is a nice monitor just no instructions and pretty basic.  no speakers, no camera, no microphone, etc.  The short answer: NO

Does this monitor have both HDMI and VGA inputs?

Yes. I bought about 10 of these monitors. Works great and I connect 2 screens to each computer for dual display using an HDMI and VGA.

does this have a vesa mount?

It does not come with a VESA mount but Vivotech makes a VESA adapter for it MOUNT-ASVZ01 which works great on my wife's 27" version of this monitor

Does the monitor come with connector cables - HDMI or D-sub?

It comes with one HDMI and its power cord.

I need dimensions of this without the stand... assuming it's vesa mountable?

It is not VESA mountable, no screw holes on the back.  
Dimensions are about 19.5" wide x 11 3/4" high  most of the screen is about 1/4" thick with an "electronics" bump at the bottom 1/3 of e of the back that's about 1" deep.
