No it does not.  Usually you already have.  Just type SATA Cable into the search on Newegg and you will find a list.  They run $2-$4 for one.  Get a 3GB/s cable.

I don't know about Windows 8.1, I use Windows 10. It works fine for me.

Does this drive make a noise when it powers up without a disc?

I assume you are thinking like a laptop drive that spins when booted up.  This one will initialize, and a green LED light will blink on, but it makes no noise to speak of.

it will work when vertically mounted;  but working well is hard to say;  unlike slim laptop style disc drives where the disc "snaps" onto a hub, sometimes alignment isn't perfect resulting in slower loading times or unreadability; or less reliability for scratched or smudged discs. i find this to be true with all 5.25in roms;   good luck

There should not be any issues with that model pc.  The mobo has a SATA connection for the existing drive and I assume this is a replacement.

Theoretically it should be fine assuming you have an available CD/DVD reader/writer slot in your case and a SATA cable connection on your motherboard.  You will need a SATA cable to connect unit to motherboard and the power cable coming from your power supply.
