I'm in need of an external drive that I can boot off of and install an OS. This should be able to accomplish this correct? Just want to make sure before I buy.

Should work fine.  The only thing is you might need two free usb plugs as it needs both for sufficient power and preferrably close together or you will need a usb extension wire.

Functiobality-wise though.  Works great for just what you need.

can I plug in with usb 3.0 port?

USB 3.0 ports are backwards compatible with USB 2.0 devices.  So yes, the DVD drive will plug into a USB 3.0 port.  However you will not only get USB 2.0 speed

I was able to read a disc with only one USB connection but I believe it requires two for burning

Yes this works great with Windows 8.  Just make sure you have a program to play dvd's if that is the reason you are buying it.  VLC Player works great!

Yes it works with Windows 8 and prior Windows. Is it the fastest? No, because Windows 8 is not very good when it comes to dealing with DVD readers internal or external. Have a great day.

Im building my own Gaming Desktop Pc. The case I chose has no optical drive slot. If I were to plug this inot my freshly built PC, would it be able to install my windows software and run other DVDs as soon as I finish it and press the power button? I need to be able to install windows, so will this work?

It should as long as you know how to set your computer to boot from a USB DVD rom. I use it on my laptop to install Linux on it. My laptop does not have an optical drive.

how fast for burning dvd?

I use this attached to an acer laptop.  And I also burn dvds with an HP laptop that has its own dvd drive.  They run about the same time to burn a disk but that time varies a lot depending on the disk content.

The fastest burn I can do is the acer connected to an HP drive that requires 110  volts AC to feed it.  But that setup is not very portable.
