Works on my Windows 10 PC.  I had installed the 8.1 driver when I was on the previous Windows and then a Microsoft driver was installed after upgrade to Windows 10.  Never tried it on a clean Windows 10 install but since Microsoft is listed as the publisher of the driver, I assume Windows Update will download it.  Still listed as Asmedia USB 3.1 controller in device manager even though Microsoft published the driver.

PC is an Asus Essentio CM1630. Can I  add an Asus usb type A card dual  PCIe card without upgrading motherboard ?

After looking at both the specs for your motherboard and the specs for the ASUS USB card, it appears that you would have no problem using the USB card with your motherboard. Your motherboard has a PCIe 2.0 x16 slot, and the ASUS USB card is compatible with the x16 slot and is backward-compatible with PCIe 2.0..

Regarding the single comment might the issue be a discrepancy between 2000 M BYTES v 10000 M bits, both per sec?

EDIT* I wanted to add a few things for a second, first of all if you are getting 2,000MB which is 2 GB/s that seems great to me and allows me to use the whole bandwidth of my NVMe PCIe SSD which is capable of around 2 gig read and 1 gig write speeds.  To my knowledge that is the fastest drive out there.  So I do not see the issue with only writing at the fastest speed possible (except if your were rich and had multiple of those drives in raid 0).  If anything would bottleneck the the usb 3.1 it would be the write speed of your drives.  I believe they were saying down below that usb 3.1 is capable of 10 gig read/write speeds not that this card was. Either way i would love to see someone use 3.1 and transfer a 50 gig file in 5 sec.
